Introduction

The Miami Valley Council is pleased to be able to provide this Internet-based method to renew your Scouting unit's annual charter. The unit charter renewal process is essential to the continued growth of the Boy Scouts of America, and by compiling accurate unit information, it ensures that we are able to communicate with and meet the needs of the BSA's youth and adult members.

The Internet Rechartering system will allow a representative of each unit to complete the paperwork for renewing a charter online. With Internet Rechartering, you can indicate returning members, add new members, and update information for an individual or the chartered organization. You will have a choice to either download membership information from the BSA's ScoutNET system or upload from your unit management software (TroopMaster, PackMaster, etc.)

How to Use

Each unit must select an adult to be its renewal processor; this adult should attend the training. Additionally, anyone who wants to learn more about how Internet Rechartering works can take the interactive Internet Rechartering tutorial and view the help files available.

  

  

  

 

All on-line rechartering has to be done in the month you recharter.

It will say that your # is invalid otherwise.

There is a 60 day period for accessing the On-Line rechartering for your unit
(for example: If your expiration date is January 31, 2008, you can start your renewal  
on  December 1, 2007 and you have until February 29, 2008

Reminder:  To be an "On-Time Unit", you must still complete and submit the paperwork and money by the expiration date of your unit.

To Renew a Charter Online:

  1. Sixty days before your unit's expiration date, select a renewal processor.

  2. The unit access code will be sent to the Committee Chairman of record for your unit.

  3. Forty-five days before the unit's expiration date, the renewal processor clicks the Recharter Now button above and begins the process.

  4. When the online process is completed, the renewal processor prints the completed charter renewal application.

  5. The unit leader and the chartered organization representative sign the charter renewal application.

  6. Bring the renewal application, youth and adult applications and other material you received in your recharter packet (Annual Charter Agreement) with all applicable signatures, to your district's charter turn-in meeting. All BSA registration fees will also be due at that time.

Q

What is Internet Rechartering?

A

Internet Rechartering is an Internet-based system that is indirectly connected to the council’s membership data and provides the ability for unit leaders to complete the paperwork portion of the charter renewal process over the Internet. The main goal is to improve the accuracy of data entered and to shorten the amount of time necessary to perform the entire recharter process.

What equipment do I need?

A

A computer with Internet access and Microsoft’s Internet Explorer web browser with the Java enabled. Because of security concerns, the system does not support other browsers.

My unit uses Troopmaster or Packmaster. What about us?

A Units using Troopmaster or other unit management software (UMS) programs can load their unit´s data into the system from this software. This data is then reconciled against the council´s data, making sure that no one is overlooked. Once this is done, the process for completing the recharter is the same as those using the data from the council.

To use this feature, please complete the charter renewal process using the feature included in your UMS program. At the completion of this process, an electronic file is created. This is the file that will be used by the Internet Rechartering program.

Please note, you may be need to enter the Social Security Numbers for all adult leaders, new and renewing, when using this feature. DO NOT enter fake numbers. The Social Security Numbers are checked for validity during the council processing of your charter renewal.

   
Q What can we do if the unit renewal processor has begun the Internet Rechartering process but cannot complete it?
A The council and unit leadership must determine the best course of action. There are two possibilities: the council resets the user profile (but not the data) and a new processor continues registering the unit, or the council resets both the profile and the data, and a new processor starts over.
   
Q Can multiple units chartered to the same organization all have the same renewal processor?
A Yes. The unit determines the adult who will be its renewal processor. For example, a pack, troop, team, and crew all chartered to the same organization may select the chartered organization representative as their renewal processor. That person will need an access code from each unit and the appropriate paperwork.
   
Q What happens if a unit is submitted but the paperwork is lost and the renewal processor is out of town?
A The council registrar can access the submitted information and print a renewal roster.
   
Q Can the council registrar process the unit before any paperwork is received?
A Once submitted from Internet Rechartering, the unit information is saved as a batch on hold in the council’s computer network. At any time, the council can open the batch, view the information, and place it back on hold. The unit should not be posted until the appropriate forms are received, payment is verified, and the registrar has reconciled the renewal with the paperwork.
   
Q Can a unit turn in more new adult or youth applications after submitting the recharter information?
A Yes. They can be turned in at the council office along with the registration fees for the current year and the new year.
   
Q The final step in Internet Rechartering is to print the Unit Charter Renewal Report Package. Does the unit turn in this entire document?
A Yes. This package includes the charter renewal application, which must have the appropriate signatures, but all of the information is important to the council. If necessary, the council can reprint this package. In addition, be sure to include the applications for the new youth and adults.
   
Q When does the council mark a unit as a Quality Unit or an on-time unit?
A When the charter renewal is processed by the council. Internet Rechartering allows the unit to check the 100% Boys’ Life recognition box.
